Statement from Tauranga City Council

Tauranga City Council can confirm that an agenda prepared for a joint meeting of Ngā Poutiriao ō Mauao and the Mauao Trust, scheduled for 6 August 2025, included an Operational Report.

Tauranga City Council can confirm that an agenda prepared for a joint meeting of Ngā Poutiriao ō Mauao and the Mauao Trust, scheduled for 6 August 2025, included an Operational Report which attached a report prepared by HD Geo.The Operational Report referred to HD Geo as completing the “Mauao rock stability monitoring”.

The agenda, Operational Report and attached HD Geo report are supplied with this media advisory in the same form in which they were publicly released on Tauranga City Council’s website on 11 June this year.

The joint meeting scheduled for 6 August 2025 did not proceed because of concerns about quorum requirements.The agenda materials were therefore not formally considered at that meeting.

The HD Geo report is dated 6 June 2025. It was attached to an Operational Report prepared by a Tauranga City Council staff member and authorised for inclusion in the agenda by a General Manager who was a member of the Council’s Executive Team. 

The Chief Executive’s name also appears on the cover of the agenda. This is standard administrative practice for Tauranga City Council meeting agendas and does not indicate that the Chief Executive reviews each report or attachment contained in an agenda.  

Before the scheduled meeting was cancelled, an electronic link to the agenda and accompanying reports was circulated to relevant Tauranga City Council staff, an elected member distribution list, representatives of the Mauao Trust, and other members of Ngā Poutiriao ō Mauao.

We can confirm that none of the councillors who form part of Ngā Poutiriao ō Mauao read the HD GEO report.

Given the meeting did not proceed, Tauranga City Council have not been able to establish who else accessed or read the HD Geo report at that time.

A further joint meeting of Ngā Poutiriao ō Mauao and the Mauao Trust took place on 28 November 2025. The agenda and minutes for that meeting do not refer to the HD Geo report. Tauranga City Council has not been able to establish why the report was not referred to at that later meeting.
