Advance notice: TC160/19 Tauranga Transport System Plan

Purpose

The purpose of this Notice is to communicate to the Open Market Tauranga City Council’s intention to release a Request for Proposal (RFP) for Professional Services for the Tauranga Transport System Plan (TTSP).

The services will include the creation of the Transport System Operating Framework (TSOF) in alignment with the Urban Form & Transport Initiative (UFTI) being delivered by others, and the creation of Single-Stage Business Cases (SSBCs) for those priority corridors and areas identified within the TSOF.

Intent

The intention is to select two suppliers to collaboratively complete this work.

One supplier will be awarded a contract to deliver the TSOF, provide inputs into the Long-Term Plan (LTP) and Regional Land Transport Plan (RLTP), deliver SSBCs, and deliver pre-implementation and preliminary design in collaboration with the second supplier.

Another supplier will be awarded a contract to provide a support function to the TSOF production, deliver SSBCs, and to deliver pre-implementation and preliminary design in collaboration with the first supplier.

Scope

The scope of services includes:

  • Creation of the TSOF. This is the network wide, multi-modal, corridor level, operating model and master plan, that is intended to identify the preferred strategic form of the City’s key transport corridors to deliver appropriate levels of service for all transport modes;
  • Inputs into the Councils LTP and Regions RLTP both to be developed in 2020.
  • Completion of Single Stage Business Cases to support the design and development of the key places and corridors identified within the TSOF. The business cases are to tell the investment story to progress a recommendation option to the pre-implementation phase. The final report should articulate all five business case models (including Strategic, Economic, Commercial, Financial and Management Cases) to ensure the investment is a robust proposal; and
  • Pre-Implementation & Design for the top priority, quick wins and building block initiatives identified within the TSOF.

Key Requirements

Tauranga City Council (TCC) will require the following skill sets, experience and deliverables for this project:

  • Quality, strategic thinking consultants, who have capabilities across all transport disciplines;
  • Proven ability to develop and deliver robust SSBCs, to streamline the NZTA funding process;
  • Proven ability to work collaboratively with key stakeholders and other nominated suppliers;
  • Dedicated capacity to work with TCC to support timely and efficient delivery e.g. to meet the needed input into the LTP and RLTP processes over 2020.

Procurement Process

The RFP will be a single-stage tender process and will seek offers from consultants (or consortia of consultants) for the complete range of services required. Sub-consultants may be included in the offers.

Proposals will be evaluated utilising the Quality Based Method of supplier selection method.

Preconditions

TCC are specifically looking for suppliers who:

  • Have the ability and commitment to deliver the TTSP;
  • Have the ability and commitment to deliver the SSBCs;
  • Have successful track record and experience in:
    • producing relevant SSBCs;
    • delivering multi-organisational network design activities;
    • development of multi-criteria framework and assessments to support route and mode prioritisation; and
    • whole-of-network issue analysis to support network form option development.

Only those consultants (or consortia of consultants) who can meet the above conditions should register their interest.

Contract Form

The anticipated contract form will be the Standard Tauranga City Council Professional Services Long Form Contract.

Professional Indemnity, Public Liability, and other relevant insurances will be required.
